Michigan District Director, U.S. Small Business Administration

Constance Payne Logan is the Michigan District Director of the U.S. Small Business Administration. In this role, she is responsible for the implementation of the SBA’s programs and services in Michigan’s 83 counties. Constance also oversees the SBA’s resource partners throughout the state, including 11 regional Small Business Development Centers, nine SCORE Chapters, three Women’s Business Centers, a Veteran’s Business Outreach Center and seven Micro-Lenders.

Constance is a federal executive with an extensive knowledge of the federal government. She recently served as Michigan’s SBA’s deputy district director for five years. Prior to this appointment, she led the district’s business development division, overseeing the 8(a) and HUBZone certification programs and served as executive staff member leading small business initiatives for underserved and economically distressed markets. She successfully implemented and directed the Detroit Empowerment Zones’ One Capital Shop Detroit and for three consecutive years led the SBA’s prestigious Emerging Leaders’ program.

Included in her federal service is more than 10 years in Washington, D.C., with collective experience in government contract administration, negotiations, acquisition planning, procurement policy and technical program management at the Department of Defense, Environmental Protection Agency and the SBA. Constance’s commitment to and passion for small businesses has been acknowledged with numerous awards. She is a recipient of the Spirit of Detroit, Michigan Chronicle’s Women of Excellence 2014, and Women’s Informal Network 2015 awards and has been named Government Representative of the Year by the International Black Expo and the Society of American Military Engineers’ Small Business Advocate of the Year.

Constance is a charter member of the Oakland County Chapter of the National Congress of Black Women, associate member of the Oakland County Jack & Jill of America, Inc. organization, and an advisory board member for the University of Michigan’s Economic Growth Institute. A graduate of Leadership Detroit XXV and New Detroit’s Multicultural Leadership Program, she holds a bachelor’s degree in business from the University of Maryland and is married with two children.
